South Philly Review food critic Phyllis Stein-Novack headed to Chinatown to dine at "new" restaurant, Viet-Thai, to celebrate Chinese New Year. The restaurant, which is actually called Pho Xe-Lua and is lovingly referred to as Choo-Choo Pho (there's a cute little neon train in the window), has been open there for more than a decade.
