Kamol Phutlek, who gave up Nan last year when he fell ill, has been a fixture in the Philly food scene for many years. Before setting up shop in UCity, Phutlek cooked at La Panetierre, La Terrasse, and Alouette in the years leading up to Nan's opening. Saigon's menu is affordable with all dishes under $13.
