In 1998, Rouge in Rittenhouse started the trend, fought the bureaucracy, and today the city has, according to Visit Philly, nearly 400 alfresco dining establishments. In this city of dog lovers, restaurants and bars with sidewalk seating or patios cater to furry friends with treats, water bowls, and events to support local animal causes.
